  1. Regarding your upcoming project, is there a way we can get updates of the design architect that is awarded this project?

  22. In section 4.5, Submission, the RFP discusses the max file size that can be sent and the address to send a USB drive in the event the file cannot be e-mailed.  The address given is a P.O. Box and this does not allow for guaranteed mail, such as UPS or FedEx, as they will not deliver to P.O. Boxes.  Also, this does not allow anyone to deliver in person to ensure delivery on time.   Provide a physical address for delivery.  Also as a secondary option, will a link to a Dropbox or FTP site be allowed for download of the RFP?  This could be included in an e-mail without size restrictions.  Please provide direction on how we can guarantee delivery by the specified date and time. 
  23. (in reference to the CM/GC RFP) Within the RFP, there is a disconnect between the questions within sections 3.0 through 3.4 and the scoring matrix provided. In addition, the minimum requirements on the scoring matrix differ from those in the RFP. For example: One of the minimum requirements in the RFP says provided Construction Management / General Contracting Services within the last five (5) years for at least four (4) projects each in excess of $40,000,000 and the matrix says two projects. Which outline are we to follow when creating our proposals?
  24. (Exhibit design) We have consulted your request for proposal for an Exhibit Designer for the Olympic Museum and just have a point for clarification. Currently, are you looking for an architecture firm or a content creation firm?

According to the answers of some of the previous questions, either the exhibit designer OR the exhibit fabricator could potentially include a media production firm as part of their team (If they do not have these capabilities in house). This could potentially result in the Museum selecting BOTH and exhibit design vendor AND an exhibit fabricator with two separate media producers on board. Generally, multimedia design and production falls under EITHER the exhibit designer's scope...OR the fabricator's scope, with sometimes media design falling under the design contract and then actual production and programming coming under the fabrication contract. How would the Museum propose handling potentially two different media vendors on the project? Could it be further clarified that media design and production will be included under one scope or the other? Or, might media design/production be a completely separate RFQ process, as this scope of work is large enough to merit this?
  27. Does an Architecture Firm whose office is outside of Colorado but is licensed in Colorado qualify as a local AOR?

Our company cannot meet the minimum requirements at stated in 3.1 of the RFQ.  We would be able to meet this criteria through various subconsultants who will bring a wealth of expertise to our team. Do you think the committee will think this is acceptable or are they looking for the lead exhibition designer to stand alone with this experience?  If we are able to add subconsultants, will the exhibition designer be required to retain and maintain all of specialty exhibition design consultants or will the lead architect or architect of record be managing contracts separately?
  44. We are interested in submitting an RFQ for Design Architect. As part of the submittal, for Section 3.2 can we propose an AOR as part of our team or will the selection process be completely separate?
  45. In order to maintain high quality display of our submission, we will not be able to get the file size under the 16.7 MB size. Is it permissible to deliver our submission via WeTransfer? WeTransfer provides a time stamp when you receive the email download instructions as well as confirmation of successfully downloading the file.

Page 9 of the RFP states, "Firms selected as finalists for interview will be required to submit Pre-construction Services Fee, Construction Services fee, and General Conditions cost per the matrix schedule below, which will be incorporated into the contract as Exhibit A." Please clarify if this information is to be submitted at a later date after the shortlisted firms are announced or is it to be submitted with our proposal on April 14, 2014?

The RFQ for Exhibit fabricators has minimum qualification listed as "Provided design services for Exhibit spaces with a minimum budget of seven million, five hundred thousand dollars ($7.5M) in five permanent museums." Do these qualifications exclude design and fabrication teams who have created non-museum destination based entertainment venues? Do these qualifications exclude design and fabrication firms that meet the minimum budget requirement with the exception that the exhibits were for non-permanant exhibitions?

4. In the Appendices you specify that the Architect of Record must be local. Could you please clarify what constitutes a “local” architect?

We welcome all responses from Colorado architectural firms meeting the minimum requirements for the AOR  RFQ.  There is a section in the RFQ score sheet for location.  While one criterion of the selection will give maximum credit to Colorado Springs firms, firms located near Colorado Springs will receive prorated scores on this criterion.  For example, a firm located in Colorado Springs might receive a “5”  score in this criterion, a Denver firm might receive a “4” or a “3” depending on the juror’s discretion.
 
Please read the Weighted Evaluation sheet carefully.  It is designed to produce the best team possible for our project.

5. Since you have put these two RFQ’s out at the same time, would you consider a design/build proposal from one team?

Per the RFQ, we desire to engage separate firms for Exhibit Design and Exhibit Fabricator.  We envision that these firms will engage each other, the Owner, and the building architects in an integrated design process in which the Exhibit Fabricator will provide budget and constructability feedback to the Exhibit designer.  We do not envision a Design/Build scenario.
 
However, as the RFQ indicates, firms are welcome to submit for both Exhibit Designer and Exhibit Fabricator in separate responses.

ASF and GSF ratios will evolve in the course of program confirmation, adjacency studies, and building design. There is no mandated ratio.

All sub-consultants except those on the Exhibit Designer’s team will be contracted to the AOR.  We are asking the AOR to propose a team, but anticipate that final team composition will be subject to negotiation with the Design Architect and the Owner.  Design Architects responding should highlight their experience and working relationships with sub-consultants.

The broadcast studio will be better defined in the Program Confirmation design phase.  At a minimum, the Museum desires a studio capable of broadcasting live television feeds of, e.g., interviews with athletes being honored.

The intent of the RFP/Score Sheet is dual.  Firms will be judged on their ability and experience in constructing projects of this scope.  Additionally, firms will be judged on their experience with the project team proposed for our more specific project type.  We ask you to propose three comparable projects for scrutiny.  The firm’s experience is expected to be broader.

We do not anticipate a separate RFQ for media design/production.  Our intent is to engage the Exhibit Designer and Exhibit Fabricator  best suited to our project.  That suitability will largely be based on those firms’ ability to engage collaboratively.  We believe the collaboration process (including the Owner) will assure that media design and production will be effectively coordinated and avoid duplication of effort.
 
As this is an RFQ, it does not aspire to provide absolute contractual divisions between disciplines.  Respondents should focus their responses.  More specific instructions will be issued to those invited to the oral interview round.

We expect that a typical range of consultants, i.e. Civil, Landscape, Structural, Mechanical, Electrical will be contracted to the AOR.  When the team is selected, we will decide collaboratively regarding the best fit for Acoustical and IT/AV consultants.

32. The RFQ soliciting for Design Architecture Services for the exciting United States Olympic Museum has come to my attention.
It would be appreciated if you could clarify the Clients expectations and ambitions for the discussion and material shown during the Stage Two interview, and whether there will be any form of compensation for participation.

We will issue letters to the Stage Two invitees outlining our expectations.  Stage Two will be more specific to the project, but is not envisioned as a design competition.  Invitees will be encouraged to share their vision of the possibilities, but only to the extent of encouraging our excitement and your firm’s capabilities. We leave it to the firms’ discretion and imagination to provide visuals, but anticipate providing no compensation. We are hopeful that the chance to participate in a project of this profile will be sufficient motivation for design architects to share their capabilities and initial thoughts.

Renderings on the website were performed by City of Champions advocates to generate excitement for this and other related projects.  While we appreciate those efforts, we wish  to make clear that we are in process of selecting a design and construction team to design the project.  The images on the website represents our vision for the project only in a general way.  It is pre-mature to reach out to design firms.

Yes, that is considered acceptable.  We will accept projects that are more than 50% complete as completed projects.

 40. RFP Qualifications (3.0) does not fully match Appendix C Evaluation Form. Please clarify the following inconsistencies between the two documents. Should we be following all requirements in the RFP and not Appendix C Evaluation Form when submitting our proposal? 

The RFP language was developed from the general language of the RFQ's. It seeks to inform respondents of both minimum requirements and our aspirations. It should guide respondents to convey firms' capabilities to the selection committee. The score sheet weights provide additional information regarding our priorities. Ideally, respondents will lay out their responses to the score sheet, and ensure as they do so that they weave the RFP requirements into the submission.

If we are able to add subconsultants, will the exhibition designer be required to retain and maintain all of specialty exhibition design consultants or will the lead architect or architect of record be managing contracts separately? 

You should submit. If you want to add work of subs that is ok.  The exhibit designer will be required to retain and maintain all of specialty exhibit design consultants; they will be subs under the exhibit designer contract and exhibit designer will be responsible for oversight and management of subs.  However, when we assemble the team and discuss how to best organize overlapping responsibilities, we may agree to assign a particular consultant to the area of responsibility that contains the most scope. We envision that that conversation will include acoustic engineering and IT/AV engineering.  Other disciplines may also fall into this category.  For the purposes of the RFQ, Exhibit Design firms should demonstrate the ability to provide full services with or without the inclusion of subcontractors.

44. We are interested in submitting an RFQ for Design Architect.  As part of the submittal, for Section 3.2 can we propose an AOR as part of our team or will the selection process be completely separate?

 45. In order to maintain high quality display of our submission, we will not be able to get the file size under the 16.7 MB size. Is it permissible to deliver our submission via WeTransfer?  WeTransfer provides a time stamp when you receive the email download instructions as well as confirmation of successfully downloading the file.

 46. Page 9 of the RFP states, "Firms selected as finalists for interview will be required to submit Pre-construction Services Fee, Construction Services fee, and General Conditions cost per the matrix schedule below, which will be incorporated into the contract as Exhibit A." This information appears to be on the Appendix 3 Cost Proposal Form. Please clarify if this information is to be submitted at a later date after the shortlisted firms are announced or is it to be submitted with our proposal on April 14, 2014?

 47. The RFQ for Exhibit fabricators has minimum qualification listed as "Provided design services for Exhibit spaces with a minimum budget of seven million, five hundred thousand dollars ($7.5M) in five permanent museums." Do these qualifications exclude design and fabrication teams who have created non-museum destination based entertainment venues? Do these qualifications exclude design and fabrication firms that meet the minimum budget requirement with the exception that the exhibits were for non-permanant exhibitions?

Firms that have done major design or fabrication for entertainment venues are acceptable, along with firms that have completed temporary exhibits with budgets of $7.5M.
